What is an USB port? Does universality mean that I can put the keyboard plug in to mouse port and vice versa? - usb port mouse

I have an old computer (Compaq), the tour type connector (which comes with the sockets on the computer console) for mouse and keyboard. The console has two rectangular sockets (port existing phone or network port) with a cactus tree as a symbol of the three lines. Can I have a keyboard and a mouse with a new rectangular connector (USB, of course) into the two rectangular socket on the computer without worrying about short-circuiting of two different interfaces?
